Proceedings to issue Kunbi certificates commenced

Based on the available documents from Marathwada and other regions concerning the Maratha-Kunbi and Kunbi-Maratha caste certificates, the retired justice Shri. Sandeep Shinde Committee's first report has been approved by the State Council today. The meeting was presided over by Chief Minister Eknath Shinde.

According to this report, approximately two crore entries from all eight districts of Marathwada have been examined, and 13,498 old Kunbi records have been found. The process of verifying these Kunbi records is ongoing. Those with these records will quickly begin the process of issuing Kunbi caste certificates, as approved by the Council today. During the verification of these records, documents in Modi and Urdu languages were found. These documents will be translated, digitised, and made available in the public domain, and on this basis, Kunbi caste certificates will also be approved.

As per the recommendations in Shri. Shinde's report, the procedure for issuing Maratha-Kunbi and Kunbi-Maratha caste certificates will be adopted. Furthermore, for evaluating the social and educational backwardness of the Maratha community and guiding the government on how the reservation for the Maratha community will remain effective in Supreme Court, High Court, and other court cases, the council approved the appointment of an advisory committee under the chairmanship of Shri. Dilip Bhosale with members like Shri. Maroti Gayakwad and Shri. Sandeep Shinde. The Backward Classes Commission has also been directed to gather empirical data.

Relief and Rehabilitation Department

Drought declared in 40 talukas of the state

Due to scanty rainfall, drought has been declared in 40 talukas during the Kharif season by the State Council today. Accordingly, necessary assistance will be urgently requested from the center due to the drought situation. Chief Minister Eknath Shinde and Deputy Chief Minister Devendra Fadnavis have also instructed the Relief and Rehabilitation Department's sub-committee to quickly decide on the appropriate relief for the affected talukas.

During today's Council meeting, the Relief and Rehabilitation Department provided information on the situation regarding the declaration of drought in the wake of the crop water situation. The Drought Management Code of 2016 was taken into consideration, which included mandatory indicators and impact indicators. The state has received 13.4% less rainfall this year, and the Rabi sowing is also being delayed. So far, only 12% of the sowing has been done, as informed by the Agriculture Department.

Natural disaster victims to get aid for three hectares instead of two

In today's council meeting, it was decided to provide assistance up to a limit of 3 hectares instead of 2 hectares to natural disaster victims as per the State Disaster Response Fund (SDRF). The meeting was presided over by Chief Minister Eknath Shinde.

From June to October 2023, agricultural losses occurred due to extreme rainfall and natural disasters. As per the state disaster response fund, instead of a 2-hectare limit, aid will now be given up to a 3-hectare limit. Similarly, the aid that was available only to small landholding farmers will now be available to those who are not small landholding farmers up to a 2-hectare limit as per the state disaster response fund.

Expedited proceedings for Chit Fund cases

Legislation to be amended

In today's council meeting, a decision was taken to amend the law to expedite Chit Fund court cases. The meeting was chaired by Chief Minister Eknath Shinde.

According to the Chit Funds Act, 1982, under clause 70, Chit Fund operators and the state tax department have a provision to appeal to the finance minister within two months against the judgment of disputes. Considering the number of pending chit fund appeals, to avoid the delay in justice and to benefit the appellants, the state government will delegate its powers to the administrative officer.

In this bill, amendments will be proposed to two clauses (clause 70 and clause 71) of the Chit Funds Act, 1982. This amendment, especially to clause 70, will help resolve pending chit fund appeals more quickly and provide relief to appellants.

ITI for Scheduled Caste, Neo-Buddhist boys and girls in Chembur

An Industrial Training Institute (ITI) for Scheduled Caste and Neo-Buddhist boys and girls will be established in Chembur, a part of the Mumbai Suburban district. This decision was taken in today's council meeting presided over by Chief Minister Eknath Shinde. The ITI in Chembur will be started in collaboration with the Department of Social Justice and Special Assistance.

There are few state-level ITIs for Scheduled Caste and Neo-Buddhist boys and girls in the Mumbai division. This ITI is being started to make them employable and provide the industry with the skilled manpower they require. In this, 10 trades will be started with 2 batches each, amounting to 20 batches in total. For this, 36 teacher and non-teaching posts and 8 external machinery-related posts, totaling 44 posts, will be created. An allocation of 5 crores 38 lakhs 88 thousand has also been approved for this purpose.

Full waiver on stamp duty registration fees for PM Mitra Park in Nandgaonpeth

For the establishment of PM Mitra Park in Nandgaonpeth of Amravati district, a 100% waiver on stamp duty registration fees was decided upon in today's council meeting. The meeting was chaired by Chief Minister Eknath Shinde.

On 17th March, approval was given to establish a Brownfield PM Mitra Park at this location. For this park, a grant of 200 crores will be received from the center. 410 hectares of land have been acquired for this purpose. An SPV (Special Purpose Vehicle) with a 10 crore capital outlay will be established, and for transferring this land, a 100% waiver on stamp duty will be given.
